Ministry threatened with arrest for feeding the homeless

I coin tossed this for the Society or Religious forums. Mods, feel free to move if I got it wrong.

So, this blog from a church group has been passed around Facebook today. The church group (who sound like the kind of Christians who actually follow their faith) claims that the cops are threatening to arrest them for feeding at risk people on the weekends. They claim they weren't given a clear reason (other than some murky hinting at a downtown revitalization plan) why a program they've been running for six years is suddenly against the law. I'm taking it with a grain of salt, but if it's true it's an awful misuse of power by the city.

Is a revitalization plan code for "we want the town to look better off than it really is, so we're going to treat the homeless like animals in the hopes that they'll wander to a new area when they're no longer being fed?"  Because I've heard of towns using similar tactics before in attempts to make the town more "presentable."

Yeah, if this is all legit the city hasn't even begun the project. They're just hoping to starve at risk people out.
