If it was a difficult problem to solve I would accept the baby steps consolation. There's no practical advantage to keep the atheist ban.

If the BSA wants to operate like a private organization with religious convictions they should no longer be granted exclusive access to public-owned land for their events. Maybe taking away some of their privileges will get them to modernize.

Funny, I don't remember the Boy Scouts ever murdering immigrant shopkeepers or forcing women into sex slavery.
