I don't know if it really is a sunk costs fallacy though. Surrendering would have incurred great costs unless we are talking about both sides agreeing to pack up and go home like the war never happened. Loosing might have been the more expensive option for the European allies when one considers the impacts it would have potentially had on borders and political dynamics. This is particularly true if one accepts WW2 couldn't have been predicted when the poem was written so you can't fairly figure those costs into the equation.
